I work the Dale a lot and pick a fair amount of them up and they're no hassle.
they should still all be exterminated though.

You can. The question is whether you should. They have an extraordinarily high propensity to commit crime so I'm inclined to err on the side of caution, properly maintained good quality tar and a good quality brush should suffice.

It's a chicken and egg question.  I remember a long time ago reading a book...  :o    I paraphrasing but the psychology book said if you call someone (esp a young male) a scumbag often enough, eventually he'll turn around and say 'fukk it, I will be one then'.

They were indeed. Pecker played in all kinds of towns, and played a few tunes with the fureys as well from time to time. He was a Wexford man. He used to play for a few pints more then anything else, but he was a great banjo player
