I wonder can you apply for a tax refund while out of work ? I know in normal circumstances if your out for 4 weeks or more, you can apply for a tax rebate
-
you can if you would like an audit.

A tax rebate on what?
The preliminary tax you paid last November relates to last year's return.
If you've overpaid the preliminary tax, then send in your return for 2019.

Do you pay direct debit monthly?

Worth a try. The Covid payment is from the Dept of Social Welfare, and Revenue does the tax. I don't know if they talk to one another, ask Roy! 8)

If you made a loss for 2019 you can offset it against income from other sources which could generate a rebate in respect of tax paid.
