No, it's just a poorly worded article, it should say Masks are mandatory on some public transport services, Like you these journalists are unaware we are public service vehicles, you hear it on our own radio stations when they do a list of where you should wear a mask ... we're not included.
While there might be an excuse for journos, you have no excuse.
If you don't want our passengers to be made wear masks you could campaign to have us excluded from the regulation (wouldn't be the first time) but don't try exclude us from Public service vehicles, that is simply stupid, and detrimental in the long term.

Your vehicle must have a SPSV licence
You must have a SPSV driver licence.
