Tanaiste Leo Varadkar said he "felt really bad" about how many times pubs were told they could reopen during the pandemic.
Publicans had been vocal in their disappointment at a lack of a roadmap this summer but the Fine Gael leader said he didn't want to keep pulling it away from them like in 2020.
Speaking on KCLR's The Bottom Line, the Tanaiste said: "I can give an indication, we have avoided giving a roadmap.
"I remember the amount of times we told the pubs they were going to open in three weeks, then we kept pulling it away from them and I felt really bad about that.
"So you don’t want to give somebody a plan that’s not really a plan."
Outdoor dining will return for pubs next month, with indoor dining expected to follow in July.
He added: "But if I was to give an indication as to where I think it will go, I think it might be the common travel area first, so allowing people to travel freely between Britain and Ireland. They’re heavily vaccinated in Britain, incidence there is lower than here… so I think that might be the first step."
When it comes to taxes and pandemic support schemes, the Minister for Enterprise, Trade and Employment said there won't be a rise in income taxes which "are already quite high in Ireland".
And support schemes will continue until sectors get back on their feet.
"It's definitely going to be for a couple of months at least(supports for businesses and workers), hospitality, entertainment, arts, aviation is going to have to go on for longer until the end of the year or even into next year because of the impact on them."
The Tanaiste said that supports will be "phased out very carefully."

I dont disagree Occi he talks out of both sides of his mouth .It would be better if he shut the fuck up. The pandemic powers granted to An Garda Siochana and other State agencies have been extended by the Cabinet until November 9, it has emerged.
At a weekly meeting of ministers on Tuesday morning, Cabinet members agreed to extend four pieces of legislation which give extensive and extraordinary powers to the State “on the nod”.
The extraordinary powers, introduced as part of the Government’s response to the Covid-19 pandemic were rolled out under the Health Preservation Act 2020.
Under the terms of this legislation, the State can detain people to prevent the spread of Covid-19, restrict travel, require people to stay in their homes and require the wearing of face coverings.
Ministers also agreed to extend the Criminal Justice Enforcement Powers Act 2020.
Under this act, gardaí are granted powers to inspect premises such as pubs and close them down temporarily where there is a refusal to comply.
Ministers also agreed to extend legislation that allows gardaí to set up checkpoints or arrest people who do not comply with Covid-19 guidelines such as social distancing.
The Health (Amendment) Act 2020 will also be extended which allows for mandatory hotel quarantine legislation.
Under this legislation, the State can require passengers arriving from countries with a high incidence of Covid-19 to quarantine for 14 days in a designated hotel.
The measures which were due to lapse on June 9 have now been extended until November.

Tánaiste Leo Varadkar’s spokesman said despite his previous expressions of discomfort at the extraordinarily limitations on personal freedoms, these measures will have to remain “as long as they are necessary”.
The concern expressed centres on the extent of the oversight of extraordinary powers given to the Government in its effort to deal with the virus and the existence of sunset clauses in the legislation.

At this point, Leo Varadkar made what two sources described as a “bizarre” intervention to say this had not been agreed.

Russian actually, based around the St.Petersburg area, the cyber gang is known as 'Spiderweb' and if'n they are good enough to be able to hack a countries health system database, then you can be sure they have an untraceable way of taking payment. These boys are not new at this game.
