Title: Best ways to sabotage an illegal hackney?

NTA, Gardai, Revenue, their insurance company, social welfare. All these will be contacted but anyone else I can report this person to?

or any creative ways I can annoy them or disrupt their illegal business?

Advertise their services around halting sites.

They actually might like that as they aren't far off being one themselves.
