f a Muslim feels the pain of his or her fellow human being, and wishes the same comfort and good life for others which he wishes for himself, it is a natural reaction to give in charity, to ease this suffering.

The Qur’an reminds us that there is a “recognised right, for the needy and deprived” over our wealth (70:24-5), so by giving for the sake of others, a Muslim is fulfilling a duty to those in need and preventing him or her from becoming proud of their own generosity.
In fact, Allah (SWT) describes those who prevent the supporting of orphans and the feeding of the poor as “those who reject the faith” (107:1-3), as charity should be given in “prosperity or adversity” (3:134), without fear for one’s wealth. We should have faith that a sincere act of giving can only bring abundant reward:
“Those who spend their wealth in Allah’s cause are like grains of corn which produce seven ears, each bearing a hundred grains.”
Qur’an, 2:261
With Zakat – the obligatory annual tax due on an adult Muslim’s wealth – one of the five pillars of Islam, supporting the poor and needy through charity is an undeniable cornerstone of faith.

Morocco is playing politics and refusing to let certain countries in to help. And Libya has two governments so who does 'The West' deal with?
In any event, they'll have to have a conference in some 5* hotel to decide what sort of money they'll donate. It takes time (at least a weekend in a 5* hotel) to figure this stuff out.

Libya and Morocco are big countries and only a small fraction of their populations were affected by the natural disasters, they both should be able to stand on their own 2 feet without holding out the begging bowl fer foreign aid.

Gaddafi was a dictator, his early goals which he obtained enshirned him to the people of Libya, but he soon got too much power and lost the run of himself at the expense of his own country, at his eventual death at the hands of his own people about a dozen different Libiyan asailants claimed to have shot him and all of them today claim Hero status in Libya.
His home and all his possensions were burnt, knocked down or stolen by his own Libiyan people after his arrest.
Hardly a "Luvly bloke" !
He is not alone in what he done.
Pol Pot from Cambodia (died naturally but was hated by his own people), Nicolae Ceaușescu from Romania (killed by his own people), Saddam Hussain from Iraq (Hung by his own people) were all dictators who abused their power to the extent that their own people hated them.
