WILL FREE NOW payments prove you worked ?
Around 20,000 people believed to have received Pandemic Unemployment Payments at times they were working are to be contacted by the Department of Social Protection with a view to recovering up to €70 million in overpayments.
The department had identified some 14,000 cases involving a potential recovery of €47 million by April of this year in which PUP payments may have overlapped with periods of employment according to the Comptroller and Auditor General’s report published on Friday.
The report states, however, that the numbers were expected to rise to 20,000 and €70 million respectively with letters to those believed to have received overpayments due to start being sent this month.
In addition, the report says, 58,000 cases have been identified where either the claimant was ineligible for PUP payments or the required paperwork was not returned, either by them or their employers. No figure has yet been put on the amount potentially recoverable in these cases.
The report suggests more should be done to prevent overpayments in areas like pensions, job seekers’ allowance and children’s allowance on an ongoing basis.
Total overpayments by the Department of Social Protection averaged €112 million per annum – around 0.45 per cent of total spend - during the five years to the end of 2022 but where reviews were conducted, the report suggests, the findings indicated higher rates of overpayment were occurring than were generally detected.
The department aims to recover some €95 million each year but the figure achieved in those five years was just short of €80 million per annum and the total owed to the State by those who had received overpayments remained almost unchanged at €495 million at the end of 2022, a reduction of just €4 million or 1 per cent on the figure for 2017.
For every euro of overpayment identified, the report suggests, around 66 cent of debt is recovered and 34 cent written off.
Fraud accounts for less than 20 per cent of overpayments according to the report. Of 853 cases prosecuted between 2016 and 2002 almost half, 404, resulted in the imposition of fines, 198 in the Probations Act and 81 in custodial sentences, of which 64 were suspended.
PUP featured prominently in the overpayment case numbers in recent years but the report also highlights a number of other particular instances.
Between August 2018 and mid 2019, it says, some 11,800 recipients of illness benefits were overpaid by a total of €11.4 million due to an error which occurred during the upgrading of IT systems. The latest figures indicate that 49 per cent of the money has been recovered to date with 7 per cent written off.
In December 2019 11,000 claimants received a double payment in error. Some €2.4 million was involved but over €2 million of this was subsequently recovered.
Elsewhere, the report finds that the Social Insurance Fund, into which money is paid to cover future social protection payment payments and pensions, has performed better than previously projected in recent years. The funds reserves were hit by Covid but were estimated to have increased by just over €2 billion in 2022.
The report anticipates, however, the fund will be in deficit from 2034 with the annual shortfall hitting €10 billion by 2050 and €20 billion by 2070 as the ratio of workers to pensioners declines substantially.
The National Training Fund, meanwhile, is projected to have an accumulated surplus of €2 billion by the end of 2025 according to the report. The monitoring of how money from the fund is used by its most prominent recipients, the Higher Education Authority and Solas, is criticised in the report which also suggests spending, estimated at €901 million this year, should be more targeted at “investment in close-to-labour-market skill requirements”.
“We need to see a more strategic focus on expanding apprenticeship programmes, the funding is clearly there,” said chair of the Public Accounts Committee, Brian Stanley TD on Friday.

Farmers and Students seem to top the List .How do you stop Farming ?A lot of Students who were not in Employment claimed it .The other Biggie is Lone parents getting HAP and shacking up with their partner especially if they are working .I was talking to a Fella works in FG HQ said a lot of middle class working stiffs never knew what Welfare benifits were available and being paid until the Covid Crash where they had to go looking for them .now they dont need them they want them cut because they think their tax buck is funding them .FG appealing to its base .

I find it hard to believe any middle class person didn't know we had dole payments. What did they think non workers lived on?

Pension payments are linked to number of stamps paid (or signed for if out of work )---I was a Director in 80s --exempt from stamps and when Old Age Pension calculations were don I lost 16% of full payment !

Self-(un)employed PRSI - which proprietary directors can pay - now covers the contributory pension. The requirements for (continuous) contributions have been tightened up over the years though, I think the erm is more in touch with current requirements than I but you can call the relevant DSP office to find out where you're at and/or if you have the option of making voluntary contributions for exempt years (subject to time limits) and, indeed, if making the same would make any difference. However, AFAIK, we were credited for years on PUP... not sure about PTSE though. Well worth making the call sooner rather than later to clarify your position where relevant.

When I went to get my eyes tested last year I was refused the free stuff cos apparently my PRSI contributions weren't fully paid up,when I contacted my accountant she confirmed that they're just lazy fuk departments that don't communicate with each other,when I appealed that decision and made a phonecall...I received a message about four days later via MyGovID to say that everything was ticketyboo,I then went back to Specsavers who after a bit of a discussion refunded me just under a ton of the €450 that it cost me...of which €150 was also refunded from Laya of which I'm a member.

Ended up talking to someone in Waterford who just say, 'oh yeah, you haven't been updated', pressed a button on the computer and hey presto! I had my stamps for that year back. I thought the eye test was only worth about €30 so never chased it up with Specsavers.

They have shuffled the deck .To get a FULL Contributory Old age Pension you need 40 years contributions .To get a Pro rata Old age pensions you need 40 years Contributions Credits or Paid .So if you spent 10 years on the Sick or Dole and worked for 30 years full payment .Then your pension is calculated at 75% full rate and 25% Non Contributory pension .Dont know what they decided about women who stayed at home and never signed for credits if your husband paid a contribution you might be credited with a non contributory qualification .You can contact My welfare and they will tell you how mony qualifying contributions you have and how many you need .

Oh I'd well believe it. With some people it's basically anything they need that costs money, travellers likely know them all.
Not sure where I heard this before but someone said some travellers buy a dog license without a dog, then claim €17 a week to look after it, this was over 10 years ago so it's probably more now.

All opticians offer Free 'Social welfare glasses' but you can pick any glasses you like and still get the same discount off the price.

Dentist's are expensive. I got raped fer about €800 2 years back, mind you the teeth were in bad shape back then, about 11 fillings, took about 4 nasty hours in the chair, but been great ever since using the prescription only Duraphat 5000 Colgate toothpaste, costs €15 fer a small 51g/ml tube, about ten+ times the cost of normal toothpaste but defo worth it.

It is a bit of a grey area OCCI .We had our income IMPACTED as self employed .I think the issue is where an Employer or individual was claiming on the Grounds they were UNEMPLOYED and then working .Eg a Publican claimed it and the Pub was closed but some served take away pints claimed it and worked .The issue is around the Pandemic UNEMPLOYMENT payment .A lot of people and businesses claimed and were not unemployed a lot of Students who never worked claimed it but were not Unemployed .At the time they just paid it out to keep everybody happy now they are looking to claim it back .I got three months money last year and I entered that as earnings for tax reaasons in my final sum for 2022 ..It may be exempt from PRSI but as we pay the Minimum it will make no difference but a PAYE worker might get a break on it .Our kid got a tax bill for money she got before she returned to work .They were sent out last year .Just remember if you were still getting PUP in 2022 up until March you need to include it in your tax return for that year .its cinsidered income .

I'm wearing glasses now fer over Forty years, and I have said it before on here; "AVOID SPECSAVERS LIKE THE PLAGUE !".
Fer myself I find Vision Express to be quite honest and upfront.

We've a great dentist up in Drog,none of that fleecing shit,I hadn't seen a dentist in fukin years,got a bad tooth ache,I knew it was pretty fuked,I actually thought he was drilling for oil the rot was so deep,he wanted to save the tooth or it was extraction/root canal territory,done a fantastic job...€95 including the x-ray,also a tooth that was cutting the lining of my mouth,shaved that muther back..€50.....have dental with Laya so get 70% back.

Speaking of dentists, I had a passenger one day who'd had a root canal and he was saying how painful it was. When I got home, I looked it up on the internet and found a FAQ page for a dentist. One of the questions was if fixing a root canal was painful and the answer was you'd already in so much pain that you wouldn't notice the dentist fixing the root canal :o :o :o

One of the questions was if fixing a root canal was painful and the answer was you'd already in so much pain that you wouldn't notice the dentist fixing the root canal :o :o :o
Had a root canal done a couple of years ago €600, wanted to keep the tooth, haven't lost one yet. It was tedious, but tolerable, but then I like going to the dentist.

Try your dentist fer this stuff, it's only sold by dentists or on prescription from a dentist, Duraphat 5000 Colgate toothpaste, costs about €15 fer a small 51g/ml tube (about 2 month's worth) which is about ten+ times the cost of normal toothpaste but defo worth it as it contains about 5 times as much fluoride as the regular toothpaste.
I had 11 filling in Jan 2021 before the dentist sold me this product and I haven't been near him since, but only to buy more toothpaste !

I said; "Could we not do them all together next week ?" and he said to me; "I can do it if you can ?". Another 2.5 torturous hours in the chair the week after and I paid the kount €800 to torture me !
