FG senator Garret Ahearn challenges Minister Eamon Ryan to do more to speed up provision of taxis and hackneys outside big cities

People in rural Ireland saw their Christmas socialising and shopping seriously curtailed because a lack of viable taxi and hackney options, Senator Garret Ahearn has said.
The Clonmel, Co Tipperary based Fine Gael senator has called on Minister for Transport Eamon Ryan to push to deregulate transport so services like Uber can operate more easily in more of the country.
Senator Ahearn said “a choice of transport is something most people in rural Ireland can only dream about”.
“This Christmas, we’ve seen once again in areas like my own of Clonmel and in towns and villages right around the country, the curtailment of people’s socialising and shopping through to a lack of decent transport,” he said.
The Senator said rural Ireland was experiencing a significant shortage of taxi services in towns. “That has been evident particularly throughout this busy season. It’s high time we saw some intent from the Minister for Transport to address the problem,” he said.
Uber, which has been in Ireland since 2014, is still only licensed to operate in cities and is subject to the same regulations as other small public service vehicles (SPSV) operators, which limits its functionality compared to other jurisdictions where drivers without taxi licences can take fares.
Senator Ahern said this needs to be expanded with the National Transport Authority’s (NTA) “resistance” to services like Uber addressed by the Minister for Transport.
Otherwise the Senator said “people living in rural Ireland will continue to suffer”.
He added that Mr Ryan “should be doing more to ensure a quicker roll out of taxis and hackneys in areas outside the main urban cities”.
At the beginning of this year, Mr Ryan launched the 2023 local hackney pilot scheme, a one-year grant-aided pilot programme that aims to assist in providing part-time local hackney services in designated rural areas that cannot support a full-time taxi or hackney operation.
“But this pilot is currently only servicing 21 locations nationwide and even at that, local hackneys may only pick up passengers within a designated area of between 7-10km from a chosen point” Senator Ahearn said.
“Those living in our cities and big urban centres are afforded choice when it comes to transport. There’s public transport and various taxi options. A choice of transport is something most people in rural Ireland can only dream about – they need a safe, reliable mode of transport that can take them where they need to go, be it to meet friends, attend an appointment or do shopping.
“For too long Minister Ryan has passed the buck to the NTA, leaving the ball entirely in their court to veto who drives our taxis, from where and when.”

Run the buses fer an extra 4 hours from 11.30pm to 3.30am every Friday and Sat night, double the bus fare and double the drivers salary after midnight. PROBLEM SORTED !!

I have seen your proposal to introduce uber in to the rural areas, that will not work for the simple reason that if a driver gets a uber license then the first place they will head for on the busy nights is in to the cities or large towns where they can easily double their nights takings and legislation might make it illegal for them to do so but there is little that can be done to stop them from doing it by night.
What I am proposing and hopefully you might agree and put forward is for all city and large town Bus routes to stay open for an extra 4 hours from 11.30pm to 3.30am on Friday and Saturday nights, to include the Sundays of bank holiday weekends, + 16th/17th March and 26th/31st December as the taxies alone cannot cope with the demand at these times. Also for all local rural bus routes to stay running on the same nights till 1.30am.
Double the bus fare price after midnight and Double the bus driver's salary and possibly put a security guard on every city/town bus after midnight.
If the above was implemented there would be little talk on the radio or press ever again about shortages of taxies.
The simple solution for everyone is just to get more taxies or introduce uber rideshare, but the problem is that it is only for the 8 hours per week as mentioned above that there is a shortage of taxies, for the rest of the week Taxi drivers are waiting around for fares.

We already have it in the beautiful seaside resort town of Balbriggan. I've used it myself on a couple of occasions when both Lynk and Bolt had no cars. I don't know why it's not allowed elsewhere. Are Lynk, Free Now and Bolt also banned from certain local authority areas and, if so, under what legislation?

I think Uber is allowed everywhere in Ireland now? I heard some Uber boss say so on radio only a few months ago.
I worked the st stephens night, first night in 3 months, I heard the usual, are there lots of taxis who took the night off? no, I said its just thee are lots of people out, so it takes a while to get everyone home, I have had busier st stephens nights as well and only got 7 euro in tips, maybe a recession is coming? it only took around 2 hours from 2:30 am to 4:30 am to get everyone home, thats not too bad on a night like that, most people want food after the nightclubs and that wastes a bit of time.
my town has plenty of taxis anyway, no need for Uber rideshare.
The Senator who wants Uber should realize they are granting local area hack licenses fairly often so he should hold his horses and let the NTA do their job.
The arrogance of some senator to think he knows better than the NTA about how transport should be run in the Country is unbelievable when you think about it, who is he to dictate that Uber should be allowed?

If rideshare comes in Free Now will be the main provider. One can already hire electric rickshaws from Free Now up above in Dublin and one can hire a PH Prius for c.30% of the metered taxi fare from Free Now in London, where drivers of the same happily pay 25% commission.... so, while you may not think there's a need there's certainly scope to significantly lower the price of getting from A to B which would, in turn, stimulate economic activity.

To be fair to the Senator, it's his job to propose legislative change where he feels it may be warranted. NTA has, for example, no jurisdiction over the regulation of certain EVs... at least when it suits it - or it's paymasters in Free Now - to have no jurisdiction.

Curiously NTA seemed to have washed their hands (https://www.nationaltransport.ie/news/pedal-cab-service-update/)* about FN's bicycle 'taxis' but they've been very clear to Uber that anybody can operate a taxi in ireland as long as it's a licenced PSV taxi.
* Following receipt of the pedal cab vehicle specification documentation, NTA this morning determined that the vehicle proposed for use by Kerb does not meet the legislative definition of a mechanically propelled vehicle as set out in the Road Traffic Act 1961, as amended. Therefore, NTA can now confirm that this vehicle does not require licensing within the regulatory remit of NTA as a small public service vehicle.

I dont think so, if a taxi is 20 euro for them on the night, it is the 150 to 200 + they are spending in the pubs and restaurants that is the issue.

No point in asking me, I'm just a taxi driver. The NTA, however, says EV's do meet all the requirements and I have the 22 stickers to prove it.
If FN are dropping the price by up to 68%, they're likely trying to put their competitors out of business so they can re-up the price and gouge the passenger.

The job of the Seanad is to debate proposed bills suggested by the government i.e. a talking shop. It is not the job of a senator to suggest anything. Abolition is the answer.

I'll bet yer man has never been in a Rideshare vehicle.He may be confusing a hack or private hire using an app as Rideshare.There are very few places where rideshare services actually operate.
I've had loads of passengers in my car who think an unmarked Prius on the Uber app is rideshare when in fact they were in a private hire cab in the UK.

That line was getting to me too, it's uber's decision where they want to operate, there is no legislation in place to stop them from operating anywhere in Eire that they wish.

Busy Saturday night, 3 people jump in to a taxi and want to go down the road for a fiver. Meter goes on and it's almost a fiver, and they will start moaning.

100%. im going to work tonight and I know there will be a few who will complain about rate 3, I had 3 people get in last new years eve, I told them before we left that it would be a little bit more expensive as its new years eve, one of them kicks off, so I got all 3 to leave the car, we were going to be travelling to a rough town where a lot of the locals cause taxis trouble.
I always use the meter with strangers but with regulars I have a set price.

The problem with Rideshare and half a plate is simple .Your vehicle becomes a work vehicle and you can claim expenses .Then there is the Dereg ruling that a taxi does not have to provide a service .So every farmers or barmans kid in rural Ireland would sign up get the tax breaks and not provide any service .It would cost the exchequer millions in tax credits .Also if you could plate up your private car why would anybody put a WAV on the Road in Rural Ireland .We have rural Hacks that nobody wants to operate 3 hours on Friday night and 3 hours on Saturday wont cover the costs .
Elections comming this year so expect all sorts of Promises .To quote the Great Dublin Lord Mayor Alfie Byrne back in the 30s "Every child should have a pair of shoes even the footless "
Jack Chambers today in the Paper says he wants to crack down on Learner Drivers .So young Kid living out the Road cannot get 12 lessons because there are no instructors then cannot get a test because there are no examiners .They are the ones who cannot get around and it has nothing to do with lack of taxies .
We are a third world country just look at the Dail .Reminds me of Werburgh Street Dole office in the 1980s full of unemployable missfits .

The 12 lessons before the test is just a money racket as well.
This is how I learned to drive, bought a car, got insured on it, then drove on the roads with my dad for 1 hour on a saturday, it didnt even go that well.
on the Monday after, I went off driving by myself and the rest is history. I didnt get proper driving lesson for 1 year + after that day driving with my dad.
Now looking back on that, it wasn't right but 12 lessons isn't needed. and what is the max speed someone learning to drive will reach in a lesson? it was 30 mph when I was getting lessons which is crazy.

They were out again last night burned down Sallys Pub in Ringsend because they thought refugees were getting housed but it was to house local families now they are homeless .GET A GUN not for violence just for defense .

Good points but the good thing is racists and lowlifes don't vote, they are too lazy to, they are just about able to post a racist comment on facebook, then back to bed from the exhaustion.
Also people that voted for Casey likely had bad experiences with Travellers, what issues are the Ukrainians causing or most other refugees in Ireland? fuck all in my opinion, most people have a house so the refugees isnt a problem for them. Also a lot of people myself included are making money from having them here.

I don't like the way they can publish all these crime scenes in the States. There's another one of a woman who was done for being spotted quietly pleasuring herself on a beach, and her mortification of being caught, when she foolishly admitted to it, was horrible to watch. I think that she may have topped herself subsequently.

Motor expenses and capital allowances are generally apportioned in accordance with kilometreage, erm. So, if 99% of your kilometreage relates to private use you can only apportion 1% to business expenses / capital allowances. It's also worth noting that EV grants for PSVs to date preclude any private use of relevant vehicles so if such schemes were extended to Free Now Rideshare the result would be to remove cars from the road.

Motor expenses and capital allowances are generally apportioned in accordance with kilometreage, erm. So, if 99% of your kilometreage relates to private use you can only apportion 1% to business expenses / capital allowances. It's also worth noting that EV grants for PSVs to date preclude any private use of relevant vehicles so if such schemes were extended to Free Now Rideshare the result would be to remove cars from the road.

If convictions for drug dealing/transporting are no barrier to holding a taxi licence, I can't imagine a few speeding tickets would be a reason to disbar a taxi driver?
In any event, even if such tests came in, I've no doubt a black market would emerge where ex taxi drivers/current driving instructors could pass someone with the traditional €50 note in the ashtray :P :P :P

Drug dealing may be illegal but it doesn't necessarily mean the perp can't operate a motor vehicle in a safe manner conducive with operating the same for hire/reward. The accumulation of penalty points, on the other hand, proves incompetence in that regard. At the very least we should be subject to the lower limit applicable to L/N drivers, noting that we are subject to the lower drink drive limit so applicable.
Periodic testing ought to be conducted by the RSA as is the case for ADIs.
