Title: Unlicenced, unregistered driver caught driving (legit?) taxi?

From the photo in The Sunday World article, it looks like the taxi has daisies in the rear window?

Sharing a photo of the car on social media, a spokesperson said: “Our Commercial Vehicle Unit were on an operation with our colleagues at the National Transport Authority yesterday checking the certifications of taxi drivers.  “This driver wasn't just unregistered as a taxi driver, they weren't registered to drive at all.  “Court will now follow.”

It certainly looks bogus.

You can almost make out the roof number in the reflection on the roof

I reckon the cab was legal, but it was the driver who was in it that didn't have a psv license or even a driving license.
