The Department of Transport is examining regulating the vehicles under the Taxi Regulation Act 2013, bringing in certain standards for drivers including the requirement to be licensed, insured, and to undergo background security checks.
Mr Ross said he was minded to ban rickshaws outright but believed they would continue to operate illegally.
Figures released following an Irish Times investigation showed 85 drivers were arrested for drug-dealing in the Garda district covered by Pearse Street station, the main trading area for rickshaws, in 2017.
A total of 78 drivers have been charged with drug-dealing and 23 drivers have been convicted. Some 44 cases are ongoing, and in 19 cases the drugs seized have yet to be formally certified as banned drugs.

My email that was sent to NTA last July;
To whom it may concern,
from Ken Cashman, Cork taxi driver.
My suggestions for Irish rickshaw regulations;
All must have front and back lighting.
All should have maximum capacity of Three passengers only.
All should have insurance, with the insurance disc on display.
All should have to undergo a mechanical examination (6 monthly NCT type test and disc displayed).
All drivers (and owners) should be licenced, with drivers displaying a photo I.D. card.
A Rickshaw app similar to the taxi driver check app could be developed, so as to show who is or is not legit and to make it an easier complaints or compliments service.
If the above measures were put in place then a lot drug dealing or drug offering and harassment of passengers fer exorbitant fares would desist as the culprits could be much more easily traced.
As it stands the Rickshaws can do as they like, if a complaint is lodged, then it's like looking fer a needle in a haystack to find out who the culprit actually was.

Dear Kenneth,
Thank you for contacting the National transport Authority. We refer to correspondence received from you on 24/07/2017 regarding Rickshaws.
Please be advised that the National Transport Authority is the regulatory authority in relation to ‘mechanically propelled vehicles’ operating on a reward (payment) basis for no more than 8 passengers. Where the rickshaw propulsion is by “electrical assistance”, i.e. the pedals are assisted by an electric motor, then the vehicle is not “mechanically propelled” and so does not fall under the remit of the NTA.
However, the NTA has been requested by the Department of Transport, Tourism and Sport to conduct a review of the use and operation of rickshaws throughout Ireland and the potential for their regulation and licensing and has today launched an online survey seeking the views of the public and key stakeholders in relation to the operation of rickshaws in Ireland.

If it was inspired by the Erm your lucky to get a response.Any night driver with an ounce of sense should be calling for them to be banned.I bet the Rickies won't have a ten year rule to adhere to either.

Regulation of the taxi trade has done nothing to prevent "drug dealing or drug offering and harassment of passengers fer exorbitant fares". In fact, TTnH recently lent it's support to a man appealing An Garda Siochana's decision to revoke his licence on foot of a conviction for drug dealing. The same man had been previously convicted on a charge of overcharging a client in respect of a journey from Dublin Airport.

Regulation of the taxi trade has done nothing to prevent "drug dealing or drug offering and harassment of passengers fer exorbitant fares". In fact, TTnH recently lent it's support to a man appealing An Garda Siochana's decision to revoke his licence on foot of a conviction for drug dealing. The same man had been previously convicted on a charge of overcharging a client in respect of a journey from Dublin Airport.

I’m sure the major owners of rickshaws in Ireland are not libel for tax as their capital expenditure will outweigh declared earnings... (another Uber??). I’d seriously doubt any driver declares anything

As per the opening post, the NTA have them 'in their sights'.
There will be a crack-down eventually.
How a passenger hasn't been killed in One yet is a mystery to me.
