There was an incident in Cork last Friday night where a man described as mentally unsound scaled a scaffoled 3 storey building, he roared at passers by underneath of 'people who owed him money fer heroin, etc'. Then after he hurled slates, roof tiles and scaffolding planks down upon cars below before he eventually came down by himself, 7 hours later and was taken to a mental health ward.
If'n he had hit my Joe with a 10 foot scaffolding plank as I had passed about my business with customers on board, who would have paid the insurance costs ?
And most importantly whom would lose their NCB ?

I would say the insurance company of the builder. How did the man get access to the site to scale the scaffolding?

I would say the insurance company of the builder. How did the man get access to the site to scale the scaffolding?
It was an on-street site and the scaffolding started at the First floor, so in using an empty keg or crate he could have easily hoisted himself on to the First floor of scaffold.

He is a heroin dealer with a mental disability.
