This is all a load of bollox.a number of years ago,a law was passed that anyone caught in the circumstances that this fella was,would receive a mandatory  10 year sentence.why is the judge not implementing this law ?

It's 10yrs unless 'exceptional' circumstances.  Judges don't like being told what to do by the Govt so they 'find' exceptional circumstances all the time.
