The "meaningful vote" is the parliamentary vote under the terms of Section 13 of the United Kingdom's European Union (Withdrawal) Act 2018, which requires the government of the United Kingdom bring forward an amendable parliamentary motion at the end of the Article 50 negotiations between the government and the European Union in order to ratify the Brexit withdrawal agreement.[1][2]

So any amendable motion brought forward by the Government in relation to Brexit exit has to be voted on constitutes a MEANINGFULL VOTE as defined by statute .Nowhere does it say Mrs Mays deal is the only meaningfull vote .

A second In/Out EU Referendum to take place before end 2019

If it happens it wont be this year .The Brexiteers would bring down their own government before they would hold another referendum
