Man who transported €50,000 worth of drugs from Dublin to Longford loses appeal to have taxi licence renewed

A Longford taxi driver who allegedly transported drugs from Dublin to Longford once a week for a period of ten months has been refused the renewal of his taxi licence.

Charles James Carr (67), with an address in MacEoin Park, Longford, appeared before Judge Seamus Hughes at Longford District Court this morning to appeal the refusal of the renewal of his taxi licence.

Inspector Paddy McGirl, for the state, explained that the garda objection was based solely on Section 10(2)(a) of the Taxi Regulation Act of 2013, which deals with whether the applicant is of good character.

Mr Carr appeared in court to appeal the refusal of his taxi licence but was also facing two other charges for possession of drugs with intent to distribute. Both of those charges are pending a certificate of analysis and have been adjourned to May 11, 2021.

Solicitor for the accused, John Quinn, explained that his client would be pleading not guilty to the charges and requested that restrictions be placed on the media in the reporting of this case. Judge Hughes, however, said that he would not be prohibiting the press from reporting the appeal.

“The Circuit Court Judge is well capable of giving him a fair trial. I’m not restricting the press. I’m giving full reportage,” said Judge Hughes.

When called to the witness box, Chief Superintendent Tony Healy explained that he is the licencing authority in the district and that he refused Mr Carr’s application for the renewal of his taxi licence based on Section 10(2)(a) of the Taxi Regulation Act 2013.

When asked to outline his consideration and rationale for this decision, Chief Supt Healy explained that Mr Carr is facing a section 3 possession of drugs charge, as well as one count of possession of drugs with intent to distribute under section 15 of the Misuse of Drugs Act.

“The value of drugs was in the region of €50,000, which is a substantial amount of illegal drugs,” said Chief Supt Healy.

“I did not deem him of suitable character. Taxi drivers are in a position of extreme trust within the community. They interact with the public on a daily basis, so it was a matter of public safety.”

Following a lengthy appeal hearing, Judge Hughes refused to allow the renewal of Mr Carr's taxi licence.

"With your drug distribution, you have caused untold grief to mothers and fathers who are trying to keep their children off drugs.

"But you’re being used and abused. You’re on the last rung of the ladder. You now are going out of business and you will be replaced. I’m not going to start giving you a lecture because I’m not qualified to give you a lecture. But this is your appeal and you’ve lost it,” he concluded.

The criminal charges Mr Carr is facing will come back before Longford District Court on May 11, 2021, when DPP directions will be available.

I guess if he gets  off with  the  charge of travelling to Dublin and back forty times in a row with €50,000 worth of drugs each  time, then there's every chance he can appeal to the Superintendent!

Credit where credit is Due he was at it for ten months  X by at least four weeks per month .Only took the Gards 40 attempts to catch him .Or should the Gard of said we caught him once Your Honour .Is he charged with 40 offences ?

M'lud, I  put it to you that my client was a talented footballer.  He passed the Gardai 39 times before being stopped.

He was also a team player, alas, because of his advanced years he doesn't remember the captain's name , having only met approximately 40 times.

The damage done to the country is a lot less than that of David Drumm's crimes. So I'd ask that in the event of a custodial sentence  that my client be considered for the beautiful lakeside location of Loughan House.

I used to knock around with Geraldine Heller from Beaumont, and Bruce had to be related. Not too may around with that Germanic moniker.

I can imagine  how Gardai were alerted, having read that it takes ELEVEN  days for fresh fruit to arrive in Ireland.

Cocaine weighing 2,300kg and with an estimated value of £184m has been found inside a consignment of bananas that arrived in the UK from Colombia.

The haul of cocaine was intercepted in Portsmouth and the drugs were removed, the National Crime Agency (NCA) said.

The pallets were then loaded with dummy packages and delivered to Tottenham Industrial Estate in north London.

Ten people were arrested over the haul, which represents one of the UK's biggest ever drugs seizures.

The NCA said three people had been charged.

The raid was a joint operation between the NCA and the Met Police and was the culmination of a week-long investigation, following intelligence received by detectives.

Officers tracked the shipment of drugs on 41 pallets as it arrived in Portsmouth, where UK Border Force officers removed the cocaine.

The pallets were then delivered to Tottenham. Police moved in once enough evidence had been gathered from a surveillance operation at the site.

Body-worn footage showed armed officers breaking into storage units where the drugs had been due to be delivered.

'Five million drug deals'
The Met's Det Supt Simon Moring believes officers have cost organised criminals more than £100m in profits.

He said: "By the time that's divided down into deals we could be talking about five million drug deals.

"That's five million deals taken off the streets of the UK - that will have a profound effect on the price in the UK and the criminals involved."

John Coles, head of specialist operations at the NCA, said: "Illegal drugs are a corrosive threat and those who deal in cocaine are often violent and exploitative.

"Cocaine supply is directly linked to the use of firearms, knife crime and the exploitation of young and vulnerable people."

The consignment is equivalent to more than half the quantity of cocaine seized in an average year.

About 4,200kg of the drug was intercepted in the year to March 2020 .
