Hard to be 100% sure on that but I think they were selective enough to refuse political donations from dealers competing with contributing outfits. I got the impression that Hutch was the man who decided who could do what and where and when they could do it. I'd hazard a guess that he wielded a lot more power within SF than any of the tailor's dummies they put forward for election at that time.
