  I knew of a House that was going to be sold but was not yet on the market .The owner got a valuation of 340 from local auctioneer .I told a friend whos kid was looking for a house in Inchicore and they called in to the owner to see if they offered the valuation cut the Auctioneer out could they get a deal done .Owner said they had already signed a contract with the Auctioneer .So mates kid went to the Auctioneer to make an offer .Auctioneer said 340K was the asking price they already had a list of people willing to offer more Auctioneer said he recons it will go for 400K +.What chance have people got of buying a Gaff when the Auctioneers are acting the bollox asking for much less than they know it will sell for .Make themselves look good to their sellers .
A neighbouring house went on the market recently for €340,000 and sold for €375,000.
Prospective buyers were manipulated through gazumping:

The Old Corpo Part worn Gaff is bought and paid for .Plenty of better Gaffs in better areas and the people living in them dont even own the Brass Door Numbers and pony up half a wage a week for the Mortgage .Everything in it including a heard of vehicles are all bought and paid for .I remember the fuel crisis of the 1970s and inflation in the 80s .Its never ever been this bad especially for young people to get a head .

WE ARE IMPORTING UKRANIANS TO INCREASE THE  HOMELESS NUMBERS ....There are now almost no available properties to rent across much of the country and those able to find a home face paying prices far above Celtic Tiger levels.

The findings of the latest daft.ie quarterly rent report show that on May 1 this year, there were just 851 homes available to rent nationwide – down 77% year-on-year.

To put that in perspective, the report points out that the average number of homes available to rent nationwide at any point in time over the period 2006-2021 was nearly 9,200 – over 10 times the supply available currently.

Professor Ronan Lyons, the author of the report, said the "unprecedented" fall in the number of rental properties means that for people seeking new leases the situation has "never been so grim" as the number of available leases has all but collapsed.

The average market rent in the first quarter of this year stood at €1,567, almost 12% more than the comparable figure of €1,400 a year ago.

Record lows in Munster

There were just 131 homes available to rent in Munster at the start of this month, the lowest ever level recorded - and it was a similar story in Leinster and in Connacht/Ulster.

There were just 64 homes to rent in Cork, Galway, Limerick and Waterford cities combined on May 1, compared to more than 350 during 2019.

Prof Lyons also pointed to the competing realities of those people already living in Rent Pressure Zones - 'stayers' - and 'movers', prospective tenants of new leases.

"While market rents have risen by 38% since the start of 2017 – and more than doubled in a decade – rents for those who have stayed put are, on average, just 10% higher now than in early 2017 and about 40% higher than a decade ago," he said, adding that the lack of new rental accommodation has existed for over a decade and needs to be urgently addressed.


"As ever, in a rental market dogged by chronic and worsening shortage of homes, the only real solution is to increase the number of homes. With more pressure from certain quarters to stop new rental homes being built, policymakers must hold their nerve."

The 11.7% year-on-year change in the average listed rent was the highest such increase since late 2016. The area with the highest average rent in the country, South County Dublin, is up 9.7% in a year to €2,314.

The average rent in Cork City jumped by 10.2% to €1,607, and by 10.8% in the county, to €1,258 on average compared to a year ago.

Elsewhere, average rents rose by 13.8% in Galway City year-on-year, by 15.5% in Limerick City, and by 16.2% in Waterford City.

The rental crisis comes amid growing alarm about the cost of living and rising homelessness figures, which had contracted over the first two years of the Covid-19 pandemic.

Just last month the national housing charity, Threshold, expressed serious concern about average yearly rental increases outlined by the Residential Tenancies Board.

As for the latest daft.ie quarterly report figures, Threshold chief executive John-Mark McCafferty said there is "clear cause and effect" between the current state of the rental market and the risk of increased homelessness.

"The lack of supply is horrendous, it is a real worry because it means that private renters have little or no options if faced with a dispute with a landlord or a rent increase they find unaffordable, especially in the context of the increased cost of living.

"The frightening thing is for private renting families or individuals is there is nowhere to go."

The rental issues also come as the Government struggles to accommodate the growing number of Ukrainian refugees arriving into the country and after it was revealed that some local authorities are falling well short of targets for building social housing.

This is when you know its fucked .Waited 3 years for a hospital appointment .Went Thursday Doc says did I get an MRI done I said no that I offered to years ago and was informed by the hospital that I must be referred by the Doctor that they do not accept MRI scans done privately unless the doctor sees you first and sends you for one .Doc asks do I have medical card or Private health insurance I say no .He then says that its up to myself if I want to ARRANGE a PRIVATE MRI just get them to send him a copy or get them to send me personally a copy and bring it with me .I said I thought you do not accept unprescribed MRI scans .He said he didnt care where they came from it was my decision where I went .So three years after offering to get the MRI done and pay for it and being told you cant now you can .So I could of gotten it done privately years ago .I was talking to the Girl in the MRI place got appointment for Sunday got results two hours later .She recons they dont like Social patients to pay to get them done as that means you are in the System and blocking beds or appointments for private fee paying patients in PUBLIC HOSPITALS .GET A GUN .

THURSDAY, 4TH NOVEMBER 1999
'Gazumping' occurs where there has been an informal agreement (i.e. no legally enforceable contract, though almost always involving a booking deposit) for the sale of property at a particular price. Subsequently, the vendor, in seeking to obtain a higher price, either refuses to sell to the prospective purchaser unless he pays an additional sum or sells to someone else who is prepared to pay the increased price.

First, the Commission found, from responses to a Questionnaire issued to associations representative of consumers, the construction industry and auctioneers, and local solicitors' bar associations in the State, that gazumping occurred in only a handful of cases, when compared to the sale of approximately 40,000 new houses in 1998. Where gazumping does occur it is almost always on the sale of new houses.

The Commission's Report analyses the prerequisites which the law requires for an enforceable contract, the reasons for them and whether reform would be practicable at this point. A number of possible reforms such as forcing the vendor to complete the sale to the original prospective purchaser; changing the requirements for the existence of a legally binding contract; or providing compensation for 'gazumped' purchasers are all appraised.

The conclusion reached, and supported by responses to the Questionnaire, is that the current legal position which does not confer any interest in property upon the payment of a booking deposit, generally benefits the purchaser more than the vendor. For example, it allows the purchaser to conduct the necessary preliminary investigations, whether it be in the financial, physical or legal field, before committing to an irrevocable agreement. Furthermore, any change in the law which was heavily weighted in favour of the prospective purchaser could be open to abuse in a different economic climate where supply exceeded demand.

The Commission considered alternative routes by which gazumping could be prevented or minimised. While the Report commends self regulation by those involved in the building industry, it further proposes consumer protection legislation to ensure that purchasers have ample information so as to avoid acting to their detriment in the mistaken belief that payment of a booking deposit secures a binding contract.

 

Main Consumer Protection Recommendations

Legislation to provide as follows:
a minimum set of specific terms to be included in all receipts for booking deposits;
all advertisements for new housing developments to include certain information, such as the actual number of houses to be sold at each price level;
booking deposits not to exceed 0.5% of the purchase price and, in all cases, to be refundable if the sale is not completed;
failure to comply with any of the proposed legislative provisions would result in criminal sanction.
The initiation of, and adherence to voluntary Codes of Practice among the industry such as the Home Purchase Protection Pledge established by the Irish Home Builders Association.

I guess there's a reason why Ebbs hired an out of work Estate agent for his office.
