Well that's a mystery considering a yr old Expert or Vito costs more than 2 new Partners. Logistical masturbation is rife in the NTA. Amendment...almost more. A 9 seater Vito is more like it.

That's why the new new new new new standard was introduced. The previous new new new new standard was considered to be too restrictive as qualifying vehicles were expensive. The existence of a vibrant second hand market, on the mainland, in vehicles that comply with the current new new new new new standard was given as key in justifying the introduction of said new new new new new standard

To be fair, WAT numbers are steadily increasing since the clapped out Partner (and clones) were deemed acceptable... so I guess the policy is working.
