100% safety is a reasonable aspiration provided one appreciates that perfection is not always readily achievable. While autonomous vehicles will undoubtedly reduce road deaths, particularly in Ireland with our drug/drink/speeding culture and general ignorant attitude to compliance with (road traffic) regulations, some casualties ought to be expected. Folk will have to learn that you can't step in front of a heavy metal object moving at 50 kilos/hour and expect to walk away unscathed, etc. Obviously any reduction in serious injury/death would be welcome but a realistic target might be to half the number within 5 years of operation with further improvement possible as technology advances and humans learn how to interact with robots.
