That is just the headlines you are reading Octy and it may well be true in about .01% of the Sham marriages here.
The vast majority of the Sham marriages here are (organised on the internet) by Asian men who fly in Eastern European brides in to Eire, marry them, get all the certs Etc. and quite often the Bride would fly home the same day, leaving the Asian man with an EU passport and licensed to work in Eire. The Bride would be paid a fee as would the people who organised it and the Bride would divorce him a few years later, and then maybe do it all again.
The Gardai got involved in it earlier this year when the marriage office reported some very suspicious weddings taking place.

Irish prison service has paid out over 18 million in compo over the last 5 years .If the prison service cannot protect you and you get assaulted you get compo .Gerry Hutch famously claimed it was compo for a prison assault that set him up in business .
