Taxis or taxi apps?
Electric bikes are what's licensed so far. I'd imagine scooters will follow, they work well in other cities but are wholly unsuitable for suburban travel.
Didn't work for taxis... folk killing each other at DAP last Monday evening to get into a cab regardless of the relatively high probability of being raped and/or murdered or worse.
Proportionately licensed taxis in Ireland are a lot more dangerous than Uber Rideshare in the US. Probably makes a good case for introducing P2P rideshare here, to be honest.
I guess they will be licensed, MMW. From the OP:Dublin City Council has said that two Irish companies, BleeperBike and Moby, will be licensed to hire out “pedelecs” (electrically assisted pedal cycles) throughout the capital.
I'd imagine the companies that operate them would be liable for any damage they cause? I'd certainly claim against them if they damaged me or my property... but, hopefully they'll be restricted to the city centre, well away from my workplace.
