I wonder can you apply for a tax refund while out of work ? I know in normal circumstances if your out for 4 weeks or more, you can apply for a tax rebate

A tax rebate on what?
The preliminary tax you paid last November relates to last year's return.
If you've overpaid the preliminary tax,then send in your return for 2019.

No I pay it all together once a year my accountant works out what I need to pay, and I go to his office and pay it

Worth a try. The Covid payment is from the Dept of Social Welfare, and Revenue does the tax. I don't know if they talk to one another, ask Roy! 8)

If you made a loss for 2019 you can offset it against income from other sources which could generate a rebate in respect of tax paid.
If it doesn't have a roof sign and door stickers it's not a taxi.
