The Road Safety Authority has warned that social distancing could not be adhered to during driving tests and that trying to make them safe was a “significant challenge”.

Internal records said there was “little control” over the workspace because candidates provided their own cars for use in tests.

They warned the driving test by its nature takes place in an enclosed space, inside a two-metre area, and lasts at least 25 minutes.

An internal brief said: “All three of those factors are recognised as contributory factors to the spread of Covid-19 and requires robust mitigating steps to counter the possible spread of Covid-19.”
A health and safety risk assessment for the driving test identified 16 separate risks that would apply to the resumption of testing.

It said more engagement would need to take place with customers before any test took place, with a phone call checking their health in advance.

Among the issues raised was making sure vehicles were “clean” and “free from any personal belongings”.

Testers were also told to disinfect the applicant’s learner permit before they handled it.

A “no hand-shaking policy” was also recommended and testers were told they should not hold doors open for candidates.

The assessment explained: “Allow the customer to go first and open the door yourself after applicant has exited if necessary.”

Testers are also encouraged to carry out parts of the driving test outside of the vehicle if possible, including the “reversing manoeuvre”.

It added: “To increase air circulation, tester to ensure vehicle windows left partially open on both driver and passenger sides where possible.” Vehicle air conditioning should also be set to off, for air not to recirculate through the vehicle.

It said wearing of face masks by both driver and candidate was “mandatory” because 2m distancing simply was not an option.

Testers were also encouraged to use wipes on the places they commonly touch, such as seat belts, seat-adjuster levers, and door handles.

Candidates also told not to attend if they, or anyone in their household, had symptoms of infection.

The RSA has put in plans to deal with employees who are in “very high risk” or “high risk” categories in the event of infection.


The records, released under FOI, warned of considerable difficulties in dealing with a backlog of more than 62,000 candidates.

The waiting lists would likely be higher as up to 40,000 customers who would otherwise have applied for tests had not done so during lockdown.

There were issues around the expiry of contracts for temporary testers, colleagues who were in a “very high risk” category and unable to return to work safely, reduced output by testers due to Covid-19 measures, and test centre capacity restrictions.

The briefing said: “These factors mean that we will need to monitor the position as regards waiting times on resumption until we get to a steady state.

This will allow us to get a clearer picture of future wait times for learner drivers.
 

The RSA said it was unlikely it would be able to meet demand initially, meaning that some customers would be prioritised, especially those whose tests had been cancelled in March.

Correspondence with the Department of Transport also shows how officials there conceded that driving tests raised “greater difficulties” than many services.

A spokesman for the RSA said: “In developing the resumption of work protocols the focus at all times was to protect staff and customers by having all the necessary measures in place to prevent the spread of the disease.

“We particularly acknowledge the significant support and cooperation of our frontline workers.

"As a result, customers can be assured that all these services are following best practice in line with Government policy and guidelines to prevent the spread of Covid-19.”

But the Sneeze thingey also say if you work behind a screen as you cannot observe 2 meters you do not need to wear a facemask .So it looks like if you have a screen you can opt not to wear a mask if you dont have a screen you must wear one .but if  wearing of face masks by both driver and candidate was “mandatory” because 2m distancing simply was not an option.Then a passenger must wear a facemask in a taxi ?screen or no screen .

Still not a word from Eamon Ryan or the bird that isint Eamon Ryan .The Cabbages are keeping their powder dry  If the Leaving Cert and return to schools go well they will stay stum if there are problems they will walk saying they cant tolerate the lack of clarity .

Seems that  the risk of contracting the pox from surfaces is being played down now according to Luke O Neill on Kenny Dead during the week. The main risk is person to person.

So the RSA recognise that it is impossible to be fully safe in a car ,yet the NTA say shag all apart from "adhere to the HSE guidelines and wash your hands"
Anyone else got a sink and soap in their car?
Thought not.
The NTA couldnt care less about taxi drivers,their health or well being.

Wear a mask. get a screen, get a "sit in the back seat" sticker, get a "wear a mask" sticker, use aerosol disinfectant after every job, use hand sanitiser before/after every job.
Don't worry too much ... there aren't that many passengers!

It's become apparent that the so called experts havnt got a  notion about this flu from the start  and hav bein guessing from the start ....the fact is now they have made it into a competition of who tinks an says complete bollix to justify ther doctorship degree and ther wages to guess a load off gick an they are under pressure from politicians  who are worried about the country going bankrupt whilst they at the helm  and tellin the experts to tell the brainless public to get ther kids back to school so the parents can go back to work to pay tax to pay the politicians an experts wages even tho they sayin a hundred kids in the country have the flu an that's just those that got tested an that most kids have no symptoms  an that the flu is going go rampant now all the schools goin back ..which explains why they changing ther minds an opinions all over the place an now  calculating that a few old folks snuffin it dont matter anymore .....because they all have a pain in tger bollix an want to go back to play golf and dream of ther pension again
why did dozens and dozens of bus drivers die in london alone who wer always working behind screens ?
They got it off the steering wheel ....checkout girls an taxi drivers got it off handling money an picking ther nose ...
That shite about yu have to be at least 15 minutes in the company of a flu infected zombie and under 2 meters close to them to get infected is a complete load of gick .....

Occi this Flu explained simply for simple folk .What they are not telling people because they dont want an outbreak if Anxiety .The effect of covid on your lungs can be the equivalent of smoking between quarter and half a million smokes over your lifetime without the chance of getting lung cancer .It scars and thins the lining of your lungs making you suseptable to Stroke heart attack if you were to catch an ordinary flu in the future .
It is believed that TB became more virulent after the outbreak of Spanish Flu as people who got the Ibiza sniffle had serious lung damage .The issue now is to stop the spread to prevent hospitals and medical budgets being over run in the future .Most people who died had underlying health problems and could not fight off the infection .If you get it now they just empty a Junkies Birthday Party into you and hope it works .

They sort of hint at the danger when they say beware of Flu season .The kill rate of the annual flu will be higher this year than last as people who got the Flu Mam Flu or non symptomatics will struggle to fight it off .They say Covid will be with us a long time thats because Covid is only the seed for other infections .

If your sitting on the rank outside Quinlans ....THE Clondalkin-Monastery electoral area has one of the highest confirmed cases of Covid-19 in South Dublin County.

According to the Irish government’s Covid-19 data hub platform on Monday, there has been 327 confirmed cases in Clondalkin-Monastery, which had a population of 11,316 in the 2016 Census.


If your sitting on the Rank in Lucan or the Square ....Other areas with higher counts on Monday include Lucan-Esker with 257 confirmed cases, from a population of 32,236.

Tallaght-Fettercairn has 157 confirmed cases in a population of 8,380, followed by Tallaght-Springfield (148 cases - population of 11,000) and Tallaght-Jobstown (126 cases – 17,824).

Would you chance it for 50 notes a day after costs ?Cardiologists in Irish hospitals are seeing a number of younger people who recovered from Covid-19 being left with heart-related complications.

Professor Robert Byrne, director of cardiology services at the Mater Private Hospital in Dublin, said the patients were found to have myocarditis, an inflammation of the heart muscle.

"We have seen it in patients under 40 years of age who had the virus," he said.
