I don't understand this bollocks.
They're proposing that man utd and liverpool etc. leave the premier league permanently and start a new international league or is it like another type of champions league tournament?

It's moot now as it looks like it's bollixed but the intention was for it to replace the Champions League and be played midweek and still have the Premier League at the weekends.
