Taxi drivers have been left to bear the brunt of the public’s “anger” over a shortage of taxis during busy periods late at night in Dublin city centre, an Oireachtas committee has heard.

Several groups representing taxi drivers told the Oireachtas Transport Committee there was a risk several thousand drivers would be forced to leave the industry in the coming years.

Jim Waldron, from the National Private Hire Taxi Association, said around 5,000 drivers were facing “hardship and stress” as their vehicles neared the maximum age limits set by the National Transport Authority (NTA).

Mr Waldron said the current vehicle age limits would lead to drivers leaving the industry, or others taking on “major debt” to buy newer vehicles. “There is the fear of people being driven out of the industry,” which he told the committee would lead to longer waiting times for the public during busy periods.


There was also a risk of drivers under financial pressure having to work longer than was safe, putting themselves and passengers at risk, he said.

The taxi driver associations called on the NTA to extend the maximum vehicle age beyond the current 10 year limit, as long as vehicles were still roadworthy.


David McGuinness, from the Tiománaí Tacsaí na hÉireann taxi driver representative group, said around 2,000 drivers had left the sector during the Covid-19 pandemic.

“To me the most worrying thing about that is not too many of them have come back, so that gives an indication of the lack of confidence in the industry from drivers,” he said. Former drivers were reluctant to return due to high costs, safety fears, and the growing sense of vulnerability in the sector, he said.

Ruairí Ó Murchú, Sinn Féin TD, said a major issue was there was “not enough taxi drivers when someone wants a taxi”, particularly late at night. He said anecdotally this was due to many drivers refusing to work after midnight, due to fears for their safety.

This meant remaining drivers were “taking the hit on people’s anger” over lengthy waiting times during busy periods at night, Alan Cooley of the Irish Taxi Drivers Federation said.

Kevin Barrett, from the Taxi Alliance of Ireland, said another issue was an increase in illegal taxi operators taking business from licensed drivers. In some cases these illegal operators were caught and fined by the courts, but were then “back out the next night”, he said. Gardaí and the NTA did not have enough resources to clamp down on the practice, he said.

SOLUTION :The Goodbody report which is the Government blueprint suggested .Cars should be branded  (done )
Area signs (done )
9 year rule (done )
All cars aligned to dispatchers (nearly done apps )
Off Street Ranking (done we rank in app )
Cashless (done )we must offer card

Now in Goodbody they identified night time especially weekends as prime time and the lack of taxis .Which is EXACTLY what your reps confirmed to the Oireachtas .The Goodbody Solution was that the Taxi thingey issue Part Time Taxi licences that can only operate between given hours .If or WHEN they do this as suggested by Goodbody then your Reps concerns about lack of drivers and Deputy Boyd Barrets concerns about unlicensed drivers can be satisfied .I hope your reps actually read the Goodbody report and have been tracking its implementation because all of its recommendations so far have been implemented .

Be careful what you ask for it might not be what you get .

So to simplify .Not enough late night taxis .Solution is to follow Goodbody recommendation and issue part time taxi licences .Your Representatives have informed the Oireachtas there are shortages ,now they know they are obliged to act .Of course the Moratorium on issuing saloon plates could be lifted as this too would solve your representatives concerns and Deputy Boyd Barrets concerns about unlicensed operatives .

If you representatives were looking for the age limit to be extended or more Grants to help drivers stay in the industry thats what they should of asked for .Why did they not correct this statement .Ruairí Ó Murchú, Sinn Féin TD, said a major issue was there was “not enough taxi drivers when someone wants a taxi”, particularly late at night. Goodbody also recommended that all taxis be fitted with CCTV we rejected that suggestion but now we might have it imposed on us as our representatives never corrected the deputies assertions .I dont know if people are aware but Dail Comittee meetings are on the record of the house .Nobody corrected the Deputy .What purpose did the Representatives think their meeting with the Committee was for .Dont be Surprised if the Transport Committee issue guidance to the Regulator to deal with drivers safety concerns CCTV and drivers concerns about lack of night time drivers .Goodbody recommends part time taxi licences .

Reading the report in the media these are two of the main points your Representatives raised .A far cry from the past when the cry was too many taxis and Double Jobbers out .Would not be surprised if they issue new part time taxi licences for app and pay by app work for late nights .As in UBER type services with licenced DRIVERS driving their own cars but only allowed to cover app work .

Chip the meter to keep passengers and drivers safe ?There was also a risk of drivers under financial pressure having to work longer than was safe, putting themselves and passengers at risk, he said. Your Representative said you might break the Law .Strange thing for a Representative of an Industry to tell a Dail comittee .Im sure they will take this on board and recommend a safety solution to protect everybody .

No need at all for Uber.

Get rid of the 10 year rule.

Allow salon licences to new entrants.

Maybe even help new entrants with insurance cost.

Go after illegal taxis in a big way, change the method of catching them.

Only use insurance grants and  allow saloon licences in areas that need more taxis. Not every town or city has a shortage.

These reps are not very good.  They're answering the wrong questions.  I had someone complain about how hard it was to get a taxi after one of the Garth Brooks gigs.  I pointed out there were only 10,000 taxis in the whole of Dublin while 50,000+ were leaving the gig at the same time.  Doubling or tripling the number of taxis won't solve the problem.  Difficulty in getting a taxi after gigs or late at night is not a taxi problem - it's a bus problem.  Taxis can carry 4-8 people and are not a mass transit solution.  Buses are!  Everytime a so-called taxi rep is asked about this, they should just shrug, say they don't know anything about mass transport and point people in the direction of Dublin Bus/Luas.

New taxis and new entrants are inevitable.  The reps should be managing that to our benefit and try and delay it as long as possible while seeming reasonable. 

Look at the graphs below and see how old the vehicles and the drivers are.  We're falling apart and dying off.  New blood is needed.  The data are from 2020 but it's the latest public data.  NTA will have more up-to-date.

Watty On one hand they say there are not enough taxis to cover the Work .On the same hand they say drivers cannot afford to replace their vehicles even with up to 20,000 euro subsidies .What they are saying is the Present Licenced taxi system is not fit for Purpose .if they remove the need for Licenced Vehicles and only licence drivers Im sure Free Now or Uber or Vinny could sort out a fixed plot system that could be operated by app cheaper and more efficient than the present system .No use raising a problem if you dont have a solution .The Representatives raised the issue asked for an extension in age limit .How will that solve the problem they raised of Lack of Taxis ?

These lads have no experience or expertise in industrial negation's .There is a Lack of Skips for builders but you dont hear Skip Truck Companies going before Oireachtas Committees asking them to issue more Skip Truck Licences .The sooner we get driverless cars take the stupid out of the industry .

Bus eirean are advertising for drivers.Probably better paid than taxi driving and you don't need to buy a €33500 vehicle to go to work for ten years.

Bus Eireann dont run Dublin Bus .Have you heard the NBRU/NBU Reps asking for more late night busses for their members to drive ?There is an agenda at play Hilite the lack of Late night transport services .Then under pressure the Dep of Transport might decide to pay the Public Service Levy to night time busses .Go Bus will provide the Bus and Driver .Even taxi drivers have confirmed to the Transport Committee the lack of late night services .When Dublin Bus start town to Red Cow or Liffe Valley or the Square or Airport carparks or Swords shopping centers meaning drivers only cover last mile services .Your TD wants cheap transport for his voter not more work or coin for taxi drivers .

Listening to the reps complaints one must conclude that the current system isn't fit for purpose. Drivers being afraid to work certain hours is obviously linked to the ever-increasing average age of drivers. New (probably 1st generation immigrant) blood is needed. Hence removing the entrance exam imposed by that mean and nasty lady, Kathleen Doyle, ought to be top of any list of reforms. Give it back to the Gardai, I say! Next, the vast amounts of subsidies currently available ought to be directed to new entrants rather than ageing saloon car operators. The more money you put in the pockets of the older men with saloon cars the less they need to work... simples? The reps certainly make a strong case for lifting the current temporary moratorium on the issue of saloon licences, which is probably further strengthened by Brexit bearing in mind that NTA specifically pointed to the UK second hand market as a source of the last lot of new new new new new new standard WAVs.
If it doesn't have a roof sign and door stickers it's not a taxi.

Watty what did we protest for years ago .Too many taxis .Then a chance comes along to thin out the fleet and we support our own Competition .Im sure if there were two Chippers in a town and the rule was you had to change an old fryer the chipper with the newest fryer would not be trying to keep the Competition in business .If this recession is as bad as forecasted lads will be screaming there is no work and too many taxis .
