Do you think the NTA care about illegal Taxis?

I don't see how they do. Their method of catching these drivers are is not fit for purpose. There are a few in my town, one is operating for over 2 years. if they are clever enough they will never be caught. Even if they are caught they get a tiny fine and some keep doing it after conviction.

I can think of better ways to catch them and stop them.

Get the guards to keep pulling them over and taking names of the passengers, build up this evidence and then use it against them, no one is driving people around all day for free.

Revenue could watch them and give them a big bill for unpaid tax, keep giving them these bills.

it is hard to watch some fucker driving around  your old customers and undercutting you because they are paying no tax and pay maybe 400 euro for insurance.

Are you sure they are illegal ?There are other legal forms of Rural Transport not just Taxis or Hacks .If you believe they are illegal Man Up go to the gards put your name to a complaint .

Make an official complaint to both NTA and Gardai and put your badge number on the complaint, otherwise they will not take it seriousely. The NTA are good about catching illegals but unlikely they do much about anonymous tips.

I doubt it. Punters certainly don't, they just want to get from A to B. Would there be a way for NTA to regularise the services you refer to, T1990 e.g. could they be issued with LAH licences?

If you're tolerating or facilitating them joining official ranks and plying for hire on the streets one must conclude that you have to take some responsibility for their blatant disregard for the regulations. If they aren't using official stands or plying for hire but relying on phone/radio/app/personal bookings they are illegal hackneys not illegal taxis. Perhaps lifting the current temporary moratorium on the issue of saloon hackney plates coupled with removing the requirement for (prospective) hackneymen to sit that mean and nasty Kathleen Doyle's entrance exam would help?
If it doesn't have a roof sign and door stickers it's not a taxi.
