If you're banned from promotions (as I am) they've already put you on the 2% rate (probably over a year ago) and you have no option to change it... not that anyone with half a brain cell would want to... unless there's some advantage to high volume traders that I'm not allowed see!

I only opened my betfair account in late October but was charged 5% commission on bets in Oct before changing it manually to 2%.
