I think duty free limits still apply to Turkey but at them prices I guess you could take a risk with quite a few and still be ahead if you only got the allowed 2 cartons through!

I pay €52 per 200 JPS black 100s in Barcelona, duty paid. €15.xx per 20 pack in ROI. Can buy slightly cheaper in the market but they never have 100s and they're probably fake... I recall a "factory" being found in West Dublin recently. The probably genuine Eastern European packs/brands (Marlboro most popular) sell at 70/carton on the black market but they never have the long ones (100s) either.

Actually I think the duty free allowance is only 1 carton per person in ROI.... 2 cartons in Belfast!

That's the EU (duty paid) guide, TD42. In fact, you can bring as many as you like from within the EU provided they are for personal use as per:

I generally buy around double the guideline quantity as above and I haven't yet been required to demonstrate that they are for my personal use. AFAIK, such a demonstration is rarely sought and most likely entails signing a declaration to such effect. However, a receipt proving that they are duty paid may be required. I guess it's also notable that tobacconists in Spain are required to examine and record your personal ID (passport No.) for sales of larger quantities, not sure what level that kicks in at but mine is recorded on the system in the shop I use.

However, I don't think Turkey is in the EU yet so duty free limits would apply there:
