It should be illegal to wear headphones or ear plugs if you are using the road regardless of the type of vehicle you are operating. Be it a car, bus, truck, bicycle or scooter. Any one spotted with headphones on, especially cyclists, should be fair game to hit with your vehicle and their insurance should foot the bill for any damage to your vehicle after said collision. Also anyone who uses the road should pay insurance. Period.
