Used to work. I got someone to report me via the app years ago when I had a lapsed plate on a car outside my front door. Two enforcers arrived within a few months to investigate but took no action when I undertook to remove it in the (then) near future.

Maybe they were inundated with false complaints from the villains at the airport... easy way to keep enforcement busy?
