I suggest you read their taxi policy document, they've only ever published one. They wanted to copy PSA vetting which disqualifies individuals on foot of convictions handed down by the British judiciary... the same judiciary that convicted the Guilford Four and the Birmingham Six, the same British that denied knowledge of Omagh. PSA vetting favours those with unverifiable backgrounds hence security is the only trade with a higher proportion of immigrant licensees than the taxi trade.
