Dermott Jewell, of the Consumers' Association of Ireland, said the new register would have so many gaps in it that it would not be fit for purpose.

"It will simply not be fit for purpose. It needs to be right from the start, otherwise it is pointless. But it now looks like it will be full of gaps and holes," he said.

Is it a case of "a lot done, more to do" or an example of Paddy doing what Paddy does best in circumventing compliance?
If it doesn't have a roof sign and door stickers it's not a taxi.

I think the Troika made them do it so the Govt probably did just enough to please them and once they left, they didn't do much more work on it after that.

In any event, once most people move on debit cards instead of cash, the banks will only need to look at your current account(s) to see how you're doing.  Spending cash will probably be seen as suspicious?
Getting old is compulsory whilst growing up is voluntary.
