Looks like the inside lane was backed up with traffic and the taxi driver went down the outside and cut back in. 
Camera angle looks a bit high (bus/lorry?) so doubly stupid to not look before cutting back in...

I'll bet those cyclists will be on to a solicitor tomorrow once they get 'advice' down the pub tonight.
