Panda photograph the contents of the bin as it's emptied. You get a weakly worded letter if you put shite in one bin that should have been in a different bin.
On a broadly related note, perhaps more relevant to our trade, a colleague told me he spotted what he suspects to be an undercover Garda driving a taxi, taking photos and talking into his sleeve and such like. Of course I suggested that, in this technological age, there are plenty of other explanations for such behaviour, both rational and irrational but (strangely, as he's a Nokia carrying luddite) he looked up the driver and gave me his badge number which was in a strange format, a format that was brought tao my attention by another colleague some time ago and within which there are about 10 badges.
