I either read the book by Martin Amis or saw a foreign language version of this. There's a photo of a guy with a 2024 haircut...in 1942...great movie mistakes!

Could you be thinking of schindlers list? There is a scene familiar to the one you describe where it looks like it's snowing but it's the ashes from the crematorium that's falling out of the sky. And because its all in black and white it could be mistaken for an old movie.
