HSE have made it clear from the outset that the virus must spread through the entire population. That's the only way to build what they call community immunity, whatever that means. The objective has always been to manage the spread, hopefully in accordance with available medical resources.
I haven't heard of a shortage of ventilators in Ireland or the UK or of such choices being made to date, MfH. All jurisdictions are, of course, concerned about future demand. However, HSE has tracked Hector Grey down to a shed in China via a popular online auction site and has ordered millions of bits and pieces including ventilators which they hope will work or at least look like they work for the TV cameras. No shortage of hungry cunts in Aer Lingus applying for the 25 hour shifts to collect the shite either.
