As we move to the new normal Govt will have more pressing issues to address where taxis are concerned. Many drivers have criticised colleagues for providing a service during the pandemic. The new normal must take that criticism into account in assessing how (or if) taxis ought to operate. Restricting cars to private hire may make sense. Resultant redundant ranks space could then be allocated to safer, healthier, environmentally friendlier alternatives such as bicycles, electric scooters and (electric) rickshaws. Incentives to promote car sharing among private motorists may be another option.
If it doesn't have a roof sign and door stickers it's not a taxi.

I don't think car sharing is a workable solution in the current pandemic or even in to the future.

It's worth looking at. Lockdown aimed to restrict contamination to households. Car sharing would establish "carholds" as we move into the new normal... so, instead of commuters travelling with different super spreader taxi drivers every day they would travel with the same driver, significantly reducing contact and risk. In practice groups could rotate driving duties under a designated driver sort of arrangement or they could have a permanent driver who would be entitled to expenses tax free... I think there is a little known scheme like that already in place so promoting it in the context of the new normal is all that would be required. Similar arrangements could be made on a commercial basis by licensed taxi firms for regular customers, I guess.

Liftshare (https://liftshare.com/uk) is being promoted by TfI ahead of it's intended Irish launch.

Carpooling Services

The carpooling services below offer administrative access and reporting information however there may be associated costs:

FAXI Groups are set up around single employers – not open to the general public. FAXI offers closed company groups with member access controlled by the group administrator.
Liftshare is one of the UK’s largest carpooling providers with App and online offerings. They are not currently operating in Ireland, but are planning on entering the market.

How many people want to share their motor ?

Probably not as many as desired hence the need to promote and incentivise.
