e-toll and wheelchair taxis

Unless the WAT owner has a disability it would be treated as a PSV and therefore when carrying passenger/s would be able to charge as part of the fare and issue a receipt with the toll charge manually included,if the passenger has a way of claiming that then great.

The owner would have to have the WAT modified for driving or access to the drivers position modified , in which case driver may fail the wheelchair handling course. However, if driver passed and used the M50 with a passenger on board, would the toll be added to the fare legally or illegally ?
