The 5k is done by the dealer before you get the car but it's being reduced to 3.5k (I think) at some point in the near future. Okay, so I've gotten grant amount of 7k towards a less than 3 year old EV(not PHEV). But this is for changing from diesel to electric. I'm importing from Northern Ireland, so no VAT needs to be paid, only VRT. I thought there was VRT relief for PSV drivers.

Tesla Inc. will need to fix almost every car it’s ever sold in China due to an issue with the vehicles’ acceleration systems. Some 1.1 million electric cars that Tesla made at its Shanghai factory or imported into China between January 2019 and April this year will need to be sent an over-the-air software fix to rectify the issue, according to a statement from the State Administration for Market Regulation on Friday.
