Merc here is my take .We are going to get Rideshare or as the NTA refere to it UBER type services .The drivers will be licences that way the taxithingey can say it is regulated in line with other carry for reward services meeting the ECJ requirements .If the NTA can provide cheap rural transport by using private citizens and their cars that solves some rural transport provision .We keep loking at this from a Dublin angel .With rent a bike ,luas ,Dart ,Go Car and the proposed 24 hour bus services to be introduced Dublin is well served for taxies .I think the 1600 licences is more to do with rural transport needs and not Dublin. As Step use to say rural drivers dont use the meter the locals wont pay so if that is the case then some rural drivers will change from using their plate and become ridesharers save on compliance probably insurance and no nine year rule they might also rent their plates to drivers who want to operate in the City and make an extra few quid thay way .I am certain that rideshare or UBER like services will be introduced toIreland its just a matter of when .A lot of people read the review where the Minister said he wanted every driver aligned to a dispatcher the NTA might even look for a dispatcher to align all the rideshares with as the ECJ judgement said they MUST be regulated .Dont be surprized if Mytaxi,UBER .and other dispatchers have been knocking on Minister Rosses door demanding that he MUST regulate in line with the ECJ judgemant and this is the NEW Services being refered to by Mytaxi .
