I think they're called Garda Information Notices and they're just an arse-covering exercise by the Gardai so they don't get sued. 
I believe they've issued hundreds of them so it would be impractical to protect everyone.

They'd only squander it bailing out banks anyway. However, if the Gradai were mildly competent most of these gangsters would be locked up.
I wouldn't lay the blame at the Garda's feet, the Guards catch them all the time, the problem is the Law and Court system in Eire allows them a revolving door policy in and out of prison on bail or temporary release.

Lack of policing has undoubtedly contributed to creating the necessity to issue notices in such volumes.
If it doesn't have a roof sign and door stickers it's not a taxi.
