Just went through this myself.  It's only the Dublin Guards that are looking for it AFAIK.  NDLS phone number is 0818-700-800 and it's a free service.  C.O. Guard warned me it takes days for the NDLS to answer the phone but I got through in 10 mins.  Still took them 3 days to email the file to me though.

Took me almost a week to renew my passport using the new online thingy. Started last Tuesday with a digital photo from the pharmacy, photo uploads with no bother but then I get an electronic mail on Thursday telling me the photo is no good so I decide to use the Photo Me machine in Tesco which gives you a code to access the photo from a link on the passport site. Despite the machine saying the photo met all requirements before printing it was rejected out of hand by the passport online site. I rang the number on the printed photos to complain and got through to a washer woman - aptly, she was in a launderette, I kid you not! - who had the fucking cheek to suggest I put another €8 in their machine with no offer of a refund... I'll get back to that another day, I know where their machine is! Anywaysanall, irate at the thought of throwing more good money after bad I got the younger not so young lad to take my photo with my ancient Pixel 2 telephone, uploaded it and hey presto... my passport arrived this morning!

Moral of the story... don't fall viction to the Photo Me scam.

Curious to know if one's passport can be renewed using MyGovId/PSC card. I was surprised that, when renewing my driving licence online, I did not have to submit a photgraph as they used the one from my PSC card

A Financial advisor I know suggested a Chemist in the Sunny Sea Side Village of Balbriggan would do 3 Snaps for a fiver .I paid 15 for three old fashioned 4x3 in the Photo Shop in Liffey Valley .The Passport photo is approved of rejected by a digital reader a bit like uploading docs to Me Taxi they must be able to see the four corners of the docs .The Passport photo must only contain your head and full shoulders  as in they like to see the actual corner of your shoulders or it will be rejected .

I think you have to upload a photo regardless, BS... although I don't have a PSC. Anywaysanall the photo has to be taken in the last 3 or 6 (can't remember which) months.

I went to that chemist, erm and got the digital version of the printed ones I got for a fiver for my ADI permit. Strangely, the digital one (emailed without the 4 printed and nicely trimmed hard copies) cost €6. Maybe they've increased their prices for both, I did think a fiver was incredibly good value and told them so... so I guess I might be responsible for the increase! That one passed the tests they do on upload but failed at some later stage. The one from Photo Me failed at the start i.e. at the upload stage. You don't have to be too particular about head and shoulders, the high fangled uploading process crops it perfectly for you.

Oh, I did take my glasses off for the one the younger young lad took, having left them on for the two "professional" ones that were rejected.

Mmm, the photo on my GovId was 4 years old, yet acceptable for the driving licence.

Giving this a bit of the Big Dommo logic .Why are they checking Driving Licence History ?Is there a problem with Printed in China Licences ?The Garda cannot check your licence for renewal under GDPR they can only check it in the course of their traffic duty .That is why you are asked to furnish the information with your application ?

Do they supply just the current state of the licence, or do they list full history of expired points?

I think the clue is in HISTORY .Im thinking there might be a history about how some people came by an Irish Licence .Lets say Seamus O Tool from Liberia arrived into Ireland as an Assylum seeker but traded his Liberian Licence for another EU licence then swapped that for an Irish one .There might be a question over the legality of the transfer as you must reside in the country you made the initial swap in so your licence swap for an Irish Licence could be invalid ? Or else your assilum application might be invalid if you were in a different EU country first ,Just a thought .
