This is a word salad and means nothing.
(1) Taxis were deregulated in 2000 and the newbies were actually vetted (cars and drivers). But he's not going to do that, oh no!
(2) But it should be easier for more
taxis that are "not deregulated" (a.k.a. regulated taxis) to operate at peak times.
Wait a minute, I thought he wasn't gonna support more "not deregulated"/regulated taxis? But, oh no, he's not proposing that either and he won't support it either.
(3) What does he support then? He's not saying that out loud, is he?
