Doesn't take long to type in the country your from FFS?? Unless it's Republic Of Cyprus because that takes a bit to type in, but you're definately not from Cyprus so where are you from??

Certainly an odd situation and it whiff's of bullshite.

AFIK  learner drivers usually have to wait 6 months between passing the theory test, issue of learner permit and taking the test.

Also if you are from another EU country you are automatically entitled to exchange your licence for an Irish one. So there should be no issue unless your licence wasn't obtained in your home country but passed in a country that doesnt have an exchange agreement. If that is.the case you must exchange the non EU licence for an Irish one after living here for more than 1 year, if it is recognised or acceptable under an exchange agreement. Otherwise you have to start from scratch.and that usually takes a minimum of six months not 2 months.

Also, if you dont have an EU liicence  insurance companies dont usually insure so how have you built your NCB.

Regardless.of above... In my opinion no one should get a SPSV unless they have a minimum 5 years driving experience on a full Irish licence.
